Tower Hamlets is a rapidly growing, vibrant inner-city borough with a young ethnically diverse population who experience some of the highest levels of deprivation in the country. The population experience high levels of health problems: lower life expectancies, high levels of heart disease, diabetes and respiratory disease. The NHS Tower Hamlets Clinical Commissioning Group (CCG) set up as part of the changes to the NHS in the Health and Social Care Bill 2012 is determined to improve local health.

The THCCG is a new clinically led NHS commissioning organisation which works on behalf of patients and the public to deliver improved health services. Our CCG works in partnership with the North and East London Commissioning Support Unit (NEL CSU) to plan, manage and commission local health care services.

The CCG is a membership organisation made up of all 36 local general practices committed to bringing about better health for the local population, constantly improving quality of services and ensuring that we make the best investments of the NHS resources allocated to us.

We are looking for a respected, diligent, dynamic and experienced senior professional to be Executive Director of Commissioning and Performance and Deputy Managing Director for Waltham Forest, Tower Hamlets and Newham Clinical Commissioning Groups (WEL CCGs).  Our 3 CCGs work collaboratively and have a joint management team in place to ensure alignment and oversight of operations in order to help deliver the best possible care to our patients.

The Executive Director of Commissioning and Performance and Deputy Managing Director is an exciting, challenging and newly established role and will be a member of the 3 CCGs’ Joint Board and deputise for the MD and other senior officers, as required.  

 You will provide visible and expert leadership to the WEL CCGs’ commissioning portfolio along with expert advice to clinical commissioners, fostering a climate of competence, and be part of the system leadership team delivering improvements in patient care through integration, collaboration and the delivery of new care and business models in the NHS and across partners in the WEL area. 

As part of this, you will also provide expert advice and support to the borough-focused Directors of Integrated Commissioning to ensure a coordinated approach is taken across the full WEL commissioning portfolio.

This role will be responsible for leading WEL-wide priorities and will develop a commissioning strategy programme in line with the North East London commissioning vision and will be part of the emerging WEL sub-system work and management structures in partnership with Barts Heath, East London Foundation Trust, North East London Foundation Trust and GP federations.

The role will manage a newly created joint commissioning and performance function across WEL CCGs and as such will develop a clear work and OD plan for the team.

Due to the seniority and wide ranging nature of the role, it requires someone with exceptional financial, political, influencing, leadership, commissioning and business acumen skills to support our CCGs develop and implement our clinical transformation and integrated care ambitions.
